The Bristol channel here was great for codling back in the day with great numbers caught most weekends with the chance of that bigger fish turning up but as you say can be very rare these days, saying that you do get the odd better year now and then.
Over fishing plays a part but I think the sea water around Southern Uk coasts has warmed up to the extent that is does not cool enough for the Cod / Codling to venture down here.
On East Coast still see decent catches Lincolnshire and above.
