There's a fine line between bravery and stupidity... which side is this?

The pull on the water might actually be pretty insignificant. Much will depend on the amount of water going into the reservoir. If you know that the pull is not worth worrying about, it's neither brave, nor stupid. If you don't know whether the pull is significant, it's just plain old stupidity. Bravery requires someone to know the danger and still do something in spite of it. Being blissfully unaware of a danger that might go along with an act means that there's no bravery involved.

Think it sounds worse than the actual danger is as it doesn't look like there's a massive flow going over the top

Stupidity. 66ft to the bottom, and who knows what you would have to pass through at the bottom before entering the river system.
Might only seem like a trickle going over the edge, but if you were to get stuck on the lip, what if you slipped when pushing back off and took an unfortunate tumble

That's ladybower....... the water has to be pretty high to run into the bell holes as they are normally above the waterline.
