27 quid is a coarse license (coarse and non-migratory trout only).
sea anglers do not need to have a rod license, so in a nut-shell, you won't need a license to go out in a boat.......ON THE SEA!!
ENJOY!!

I'm confused about the "cheaper of the two" comment. What two?

You buy what covers the type of fishing you will be doing. Coarse and fly fishing on lakes is covered by the 27 one. Its the river anglers fishing for salmon and sea trout that need the 72 version.
