River Lostock - two people fishing tonight

Just been to the Lostock for a look ready for the season to open and saw two people at different points on the river fishing [!] Is it worth dobbing these idiots in? Would anything actually happen? How many EA bods are there in the area? Could I not just shoot them instead? [!]

One was up on the pipes by AFL and the other at (what used to be known as) The Green Bridge.
