Nope, anybody can do it so long as the vehicle is licenced for it, is capable of towing the loads and is loaded correctly which that one isn't.
Pick ups can actually tow one articulated and one draw bar or two drawbars or at least they used to not sure on the laws concerning it all now-a-days but it used to be if it was classified as tractor or locomotive then you could double tow and obviously you had to be below the maximum legally permitted length.
As for this set up, he trailer should be in the middle with the boat behind but as that is just a basic touring trailer it's chassis would have needed work to enable it to take the strains involved in towing etc.
Even we wouldn't road train a car, transit miniartic yes but only with lightweight stuff, a family car no not even with two small tinpot trailers behind.
