Isn't size a wonderful thing

After a recent visit to the local tackle shop to stock up on hooks for various purposes, I was amused at the like for like sizes in different patterns.
A size 16 Kamasan B510 crystal maggot hook when compared to a size 16 B911 round bend 'pellet' hook looked 2 sizes smaller. Now when fisheries state a maximum (or minimum) size of hook has the be used what standard are they measuring against. There would be no problem for someone wishing to 'bend' the rules to transfer their stock from one packet to another with the two patterns stated.
Who could say a wide gaped, long shanked size 14 wasn't actually a 10.
