I would like to pre bait a stretch of river with flavoured pellets and to get them to the prefigured area I want to use PVA bags. So will the drained pellets melt the bags or is there a better way to deliver the pellets to the swim.

I find the best way to get pellets down on a river is to use a bait dropper.

What pellets are they? They shouldn't melt the bags...

I have found when using bags and pellets on their own, make them up with a few stones in to give them a decent throwing weight and make sure they sink before melting, not float around on the surface and then pop 'n' drop!
